Join us in testing the interoperability of ISO/IEC 18013-5:2021, ISO/IEC 18013-5 amendment 1 (draft) and ISO/IEC TS 18013-7 (draft) implementations, focusing on using Verified Issuer Certification Authority Lists (VICALs) provided by the Austroads pre-production Digital Trust Service. We will also test a profile for the new W3C Digital Credentials API (commonly referred to as the Browser API).

Intro

ISO/IEC 18013-5:2021 standardises the requirements for mobile driving licenses (mDLs) and generic mobile documents (mdocs) to enable a secure and interoperable digital ecosystem.

The purpose of this test event is to:

Confirm the feasibility of implementing the standards.

Offer feedback, disambiguation, and clarification to increase the standards quality.

Maintain market momentum and accelerate mDL and mdoc implementations time to market.

Participation

Participation is open for organisations offering mdoc holder and/or reader implementations compliant with ISO/IEC 18013-5:2021. Reader implementations should be able to rely on the Austroads test VICAL for authenticating mdocs.

Participants are also invited to optionally test implementations of draft versions of ISO/IEC 18013-7 and ISO/IEC 18013-5 amendment 1, and a profile for the W3C Digital Credentials API.

ISO membership or any other affiliations are not required for participation.

In person and remote transactions

Testing will be based on implementations of ISO/IEC 18013-5:2021, ISO/IEC 18013-5 amendment 1 (draft) and ISO/IEC TS 18013-7 (draft), focusing on the following credential types:

mDLs.

Photo IDs (proposed doctype and namespaces will be provided to webinar participants).

Participants can optionally test implementations of other mdocs as well. The coordinator will provide descriptions of these doctypes and namespaces, as well as sample data sets to the registered participants.

Digital Trust Services

All tested credentials should be authenticated using the Austroads test VICAL:

Before the event.

Following a VICAL update during the event.

Browser API

The event will cover the provisional W3C WICG Digital Credentials API, commonly referred to as Browser API.

The Browser API allows web sites acting as mdoc readers using a standardised browser API (JavaScript) to exchange requests and responses with mdoc implementations.

The coordinator will provide a test profile for the Browser API that can be used in the event.

Draft ISO/IEC 18013-5 Amendment 1 features

There will be opportunities for testing new features introduced in the ISO/IEC 18013-5 amendment 1 (draft):

New request structure and its backward compatibility.

Revocation methods.

New L2CAP configuration and resulting reduced transaction time.

Pre-production Digital Trust Service (DTS)

Supporting the IVC24 Interop Test Event, the Austroads Pre-production DTS offers access to the following resources:

The Test Event’s VICAL (Verified Issuer Certificate Authority List)—a signed, trusted list of verified issuers and their associated certificates. Reader implementations participating in the Test Event should be able to rely on this VICAL to authenticate mdocs during the event.

Reader certificates of reader implementations participating in the Test Event. These can be used by participating mdoc apps implementations to establish trust with these readers.

To participate in the event, participants must submit a completed Implementation Conformance Statement, indicating which standardised functions and/or protocols are supported by their implementations.

During the test event participants will rotate with their implementations between different stations to test holder/reader interoperability across different workflows and features.

How we got here

Task Force 14 has worked towards the standardisation of mDLs/mdocs since 2014, taking an unconventional approach to assure a high-quality standard

Traditional joint work and international review and balloting rounds have been augmented by several “Prototype Interoperability Parties”.

A decade from the creation of Task Force 14, the IVC24 Interop Test Event marks the first time the international interoperability party has been held in Sydney, Australia.

How will I know if my registration request was accepted?

Registration will close on Friday, 6th September at 23:59:59 UTC, and we will aim to update the primary contact for each registration request with the decision by Wednesday, 11th September at 6PM AEST.

When and how can I test my implementation against the Austroads pre-production VICAL?

The Austroads Test VICAL can be downloaded from the Austroads pre-production DTS website, or fetched dynamically using a REST API. Relevant links and download instructions will be provided after your registration request is accepted.

When and how can I test my implementation against the test event reader CA certificates?

The reader CA certificates will be available to download from the Austroads pre-production DTS website. Relevant links and download instructions will be provided after your registration request is accepted.

Will I be able to test online mDL presentation / mDL issuance / over 18 verification / other features in the event?

When and where will the test event start? What do we test first and with whom?
